It is not unprecedented though. In fact pre-1959, due to their absolute power in Tibet, the Dalai Lamas always put the official seal on tulku lamas, including that of 14th Zhamarpa! In addition, it was not the 14th Dalai Lama who decided the 17th Karmapa, it was the handwritten letter by the 16th Karmapa himself that he gave to Tai Situ Rinpoche before he passed away, together with all three Karma Kagyu heart sons and the vast majority of Karma Kagyu inside and outside Tibet that decided Ogyen Trinley Dorje is the official 17th Karmapa.

I have great devotion for H.H.Dalai Lama, all those mischieves were created by those egoistic followers. Recognition of karmapa doesn't need permission and confirmation from h.h.dalai Lama. As to show respect for each other and to ease off the barrier between different schools of tibetan Buddhism and to promote ཆོས་ལུགས་རིས་མེད , they do go to meet with high lamas of diff schools, receive teachings and vajrayana empowerments. Dirty politics isn't making it anywhere, we could clearly see it. I am not a sadist to upon other's sufferings but it's time they reflect on themselves and their karma.

The guy at 12:00 speaks about taking the Dali Lama to court... I wonder what type of court they have in Buddhism or Tibet? How would the Court in Tibet recognizes the laws of Buddhist religious declarations of lamas? I don't know much about the Tibetan country. But I think there is some separation between religion and the law of the country.

The Karmapa fued from what I've seen, started well before either karmapa were born. I have received teachings, initiation and empowerments from the16th Karmapa and all 4 regents. I was there at KTD when Shamar showed up with his sister Chimay and other family members. It, the fued, had already started. May have started when HH Karmapa's heart relic came out on Situ Rinpoche' s side. Karmapa cheno. I like both candidates.
