The technology exists if this was theoretically possible. (Even to the extent of wirelessly transmitting the harvested energy amoung the constellation effectively forming a matrix of wireless power that could easily be beamed anywhere on Earth, in Earths atmosphere or even in Earth orbit above the Energy Harvesting satellite constellation). But in this case directly connected to the Ionosphere or with Space Tether harvesting energy for the Wireless power transmission.
