My honest take as someone who has watched this show, been captivated by it, and has tried incredibly hard to make sense of its power scaling, I think you're going at it all wrong. Determining the power of a blader isn't about who he can beat but about the spirit of the blader and how well in sync they are with their bey. And how wins in a fight is a mixture of raw power of course, drive, spirit and problem solving. Many of Gingka's best fights were the ones where he was unequivocally outpowered but he managed to prevail via his excellent problem solving skills. If we based it solely on base level raw power, he would've lost a trillion times over, including his very first major fight against Kyouya, where had he not creatively solved the issue of the tornado, he would've simply lost, or against Tatsuya where he would've just lost by drowning XD So that's problem solving. And spirit basically means how much the blader wants to win, how determined they are and how much emotional support they have. Gingka has been against the ropes many times in the past but has gotten back up even stronger after being reminded that he isn't fighting alone. This means that beyblade power fluctuates wildly throughout a battle, a blader isn't at their most powerful all of the time and their base can increase or decrease based on many factors. The fact that Pegasus blows up an island doesn't mean Gingka can just blow up islands. A pair of bladers can fight in identical circumstances and the result could vary based on all of those factors, so "A beats B but C beats A but B then B beats C so B is more powerful than A" is not how Beyblade works. And the final factor I think is just that a lot of it is mostly symbolic. Yes, the anime plays really fast and loose with what actually happens in the anime. Do the Wales twins actually summon water? Are those pegasus feathers actually there? Is gravity destroyer's blade actually hitting the stadium? Some of these are yes, some are no. Sometimes we see a spirit do something and the bey appears where the hit occured, implying that the bey physically did the attack. Sometimes the spirit does something and the shape of the attack is impossible for the bey to have performed it in the way it's shown. With this what I wanna say is that most these representations are symbolic. Dark Wolf isn't actually creating a dimension, Galaxy Pegasus isn't actually creating a galaxy or giving life to new starts. That galaxy "is" there in the same way the logo flashing "is" there: it's not, but it looks hella cool. What I'm tryna say is that what you're doing is trying to almost quantize or rank beyblading when it doesn't work like that. This is about spirit, drive to win and connection. It's not that those factors unlock a hidden potential, things like spirit and motivation can make a blader actually, measurably more or less powerful in the moment. Plus it's also about practical limitations, a beyblade can turn really fast but, even though they've never attacked a human directly, we see that they don't have that much angular momentum so most direct hits can stop a bey in its tracks. There's a lot of nuance to how powerful a bey actually is XD
