No Crank No Start Gen3 Caravan and Voyager
This is the diagnosis and repair of the difficult no crank - no start problem that MANY late 90s Chrysler vans have. There is a troubleshooting chart at the end which emphasizes the fastest, lowest cost path to a solution. This repair involved replacement of the PCM and the reliable provider of this part is identified.
It appears that MANY Chrysler van ECMs fail for no good reason, leaving the driver stranded in traffic. This video provides methods to quickly rule out other more basic areas of failure.

      Thanks Alan. It is a wonderful machine that has made thousands of capucinos for many years. This saves it from the scrap heap. The other item to replace on this model is the blow down valve.

    ...this is the type of non-help infamous on CZcams. attempted this surgery 04-20-24 on my 1999 Voyager. After removing multiple obstacles and spending over 2hrs on back and sideways inside vehicle, there was NO way to access the topmost or #3 screw holding actuator in place from Under or Frontwards or from left or right. Only possible way, down thru the top of dash - requiring disassembly of dash to include instrument cluster. This Video - the new part NOT installed. Key Words, without video "After You Get it Out" and at the End? "Good Luck". This Project would require at least two days for the Home Fix-it Person. a One Minute 36 second Vid for a 5-6 hour job?

      That's the only way to do the job, on your back and twisted around. it helps a little if you take out the driver's seat. Even then, if the ac controller does not actuate it you have to leave it off and clip it into place manually to the position you want.

      @@bowhitegardener3121 I had to disassemble the entire dash. The dashpad (top) removal enabled me to get to the topmost of the three 10mm screws holding the actuator - not possible from underneath. Three hours of disassembly. Having removed and installed the replacement part, a Dorman 60-4010, I then discovered the plug-in port is a mirror opposite to the plug: IT DID NOT FIT. Options were to order another/return defective - but: every option SAME. So, grind down plug to fit? no room unless remove then re-attach. Decided to find CLOSED position (to STOP heat blast) and re-install old part which no longer rotated (stuck) and left plug detached. Result: No options for feet/dash/defrost etc but NO HEAT BLAST. Fan works, defrost only, A/c still 'out' but have been sidetracked with other priorities so have not attempted to re-charge A/c (was at 25psi). Blend control functional at dash. May get Lucky but this Job a NIGHTMARE. "Good Luck". I removed both front seats and entire interior as am 6'3 and 225+, 60+ years old. Only did not have to remove speedometer, in retrospect. Took it out cuz wanted MAX access possible.

    Does drying in the oven reduce the tendancy toward checking, or is it just as big of a problem with kiln drying?

      It reduces checking and other major cracks developing then gives you the opportunity to fill these prior to sand and finish. Also makes it easier to sand and reduces clogging of your sanding media.

      Buy the selection of green Orings in a plastic box and match to what you have. Specified measurements are not made often and even then production is not precise.     Thanks for the video - it was a lifesaver. I ordered the kit for $125. It was Gates P/N 38379K as shown in the video. It came with a double sided grooved belt. The job went as he shows in the video with the worst part getting the nut started back on the tensioner stud. With plenty of light and the correct extensions, it finally started on. The rest of the job was pretty straightforward. With the front wheel and the splash guard removed and working from the bottom, I was able to use a ratcheting 15mm combination wrench with the box end of another longer wrench hooked onto the open end of the shorter wrench. This amplified the leverage and made slipping the belt on much easier. There were a couple of service bulletins in the box. One was the directions for installation, and the other spoke about a smaller diameter pulley available if the belt is too short. This was the result of aftermarket A/C or P/S units with larger pulleys, but the belt they supplied fit my van perfectly.

      I am glad you got the job done. My 99 Voyager is still on the road long after this necessary modification (that the factory should have had on to begin with).

      The system fails and empties itself usually. You should seal the system after replacing all parts then pull a vacuum then refill. The old method of purging with refrigerant is illegal now.

    Replacing the belt doesn't make a difference. It still falls off. It's like waiting for lightning to strike you. Only you don't have to wait long.

      You have to buy the "correction kit" from Gates. It includes a replacement pulley with a lip on it that does not allow the belt to slip off. Too bad the company did not do that to begin with.

    Yea they do fall off. It's fucking ridiculous. And it doesn't have to be raining for them to do so. It's so not safe. It's also costly and inconvenient. Chrysler is really starting to piss me off. They should be absorbing this cost I'm stuck again thanks to this fucking belt.

      Usually not but it is possible to look up the spec on each part and how much replacement oil it should take. The condenser might take 1/2 ounce to 1 ounce.

      That is normal. The manufacturers typically fill the new coils with nitrogen before capping them off.

      When the condenser is sealed at the factory, the barometric pressure there will usually be different, so when you open there could be some air escaping.

      You will get some minor dripping, but it should not be spilling out. Not enough fluid to worry about.

    I have a 91 new yorker & my dad has a 91 dodge caravan with the 3.3. We live in Oklahoma & get lots of rain but not much snow, we've never had this issue. I can see if the idler pulley bracket is bent & belt could run off the low side edge.

      I have 2000 voyager 3.3l with an almost new tensioner pulley, replaced last year, 3rd time its been replaced before I realized its just a bad design. the belt ALWAYS rides close to the edge of the pulley and if it gets too slippery it just falls right off. Happened about four times last year during the snowy season. Im getting ready to do this replacement so it doesnt happen again.

I dreaded removing my bumper cover because I have a push bar and I braced it with extra reinforcement and didnt want to undo all of that.       In the video, I showed the location of the leakage. It is caused by an attachment point bracket which was slightly too lightweight and causes the coil to crack after enough vibration. Sad, Ford execs need to spend less time with executive "conferences" in Hawaii and more time in design meetings.

    The way I do it is remove the intake manifold plenum, then lay the alternator off to the side. Then access to the nut for the tensioner is very easy. You might as well replace the spark plugs while you are there, because the plugs are easy to get to.

    i noticed you installed a grooved ridged pulley... did you replace the belt with a double sided grooved one? coz if you didn't it wont work the grooved pulley will cut into the standard serpentine belt and rip it to pieces

      Yup. I say he installed a wrong grooved pulley on what originally is supposed to be a smooth pulley surface. you're correct in saying that the grooved pulley will eat up the smooth side of the belt.

      @@mikegarcia5087 It's a Gates Kit for the Chrysler/Dodge vans that have problems with belts slipping off. It uses a double sided ribbed belt. My 2000 Caravan Sport belt slips off going through water puddles, car wash, potholes, and snow drifts etc.

      Its been a problem for me on my 2000 3.3l for well over 7 years now. 3 new tensioners, countless new belts, still happened about 4 times last year during winter. If the belt gets slippery at all it just falls right off.

      You have to unbolt the alternator, then you have to either turn it JUST right so it will fit between the backside of the engine and the firewall (what I did), or find a way you can lower it down to the ground. I recommend looping a bit of Paracord on it if you intend to lower it.

    Very helpful and thank you for posting this. Our local Dodge dealer could not find any replacement kits to fix the problem. Do you happen to have a parts number or source where it can be found? We have a '99 Grand Caravan and just this winter the serpentine belt has started slipping off (4th time now). Our mechanic has changed some pullies and the belt and it still keeps doing it. Is it possible it could be the positioning of the idler pully? Dodge service said there is a bracket that repositions that pully.

      On the Dodge / Plymouth / Chrysler Mini Vans, the serpentine belt will hang over the edge of the tensioner pulley about 1/6 to 1/8 of an inch, causing not only excessive wear on the pulleys and the belt, but makes it more likely the belt will slip off after you hit a mud puddle or slushy snow. It doesn't matter how many standard idler pulleys, tensioner pulleys, and single side grooved serpentine belts are installed on your mini van, if they are the smoothe side pulleys and single side grooved belt, that problem will keep persisting until you install an after market system like Gates, Dayco, or Continental that have the grooved pulleys and double grooved belt. It's a known issue with these mini vans, yet Dodge / Chrysler / Plymouth refused to do an official recall.
