Its puzzling why Charles II was not declared unfit to rule, whereas Juana of Castille (Catherine of Aragon's sister) was when Philip of Burgundy her husband and co-ruler died. I think a possible reason is that the Spanish wouldnt have wanted Charles's sister Marie Theresa to become Queen because she was married to Louis XIV of France, and anyway, her claim to the throne of Spain was supposed to have been surrendered under the 1659 Treaty of the Pyrenees between France and Spain.
