Usually i have found that if the people in the picture are at the same length of the camera they are dating. This is because they both want to respect that the other is ready for the picture.
If they are at different distances from the camera or one is not looking at the camera, that is a sign they are unprepared for the photo (usually). From my own experience i find that siblings don’t usually give a shit about the other sibling not being prepared for the photo.
The biggest flaw with my theory as i have seen, is that if they have been dating and been together for a long time, they start giving less of a shit about the other being prepared for the photo or not. Because they know them better and know how offended they will be from it like with siblings.
Tldr: If one is unprepared for the photo they are siblings, if not, then they are dating.

Let's say you either get (Br)own or (Bl)ue in a pair for genetics, to massively oversimplify, and Br is dominant over Bl. A child with blue eyes would need Bl/Bl for the trait to appear, any other combination would be brown (again, simplified).
So, for a kid to have blue eyes, each parent needs at least 1 Bl to pass on to the child; so potential parents are [Br/Bl+Br/Bl], [Br/Bl+Bl/Bl], or [Bl/Bl+Bl/Bl]. So, unless both parents have blue eyes, there will be a chance of Br showing up in a sibling of a blue eyed person BECAUSE it's a recessive trait.
