I know about the K-1 visa process and embassy procedures. A section 221(g) means they needed additional information because Azan's embassy interview was deemed incomplete. This is also known as an administrative process hold. Usually, the beneficiary did not bring a paper they needed for the embassy (like Nicole's income taxes, or if he didn't bring his own police records/birth certificate/etc.), filled out the form incorrectly, OR (my theory), Nicole did not meet the standard poverty guidelines in her Affidavit of Support. The affidavit of support basically shows the US consul who is interviewing Azan that Nicole makes enough money for her to take care of him when he gets to the United States. If she doesn't, she needs to find a joint-sponsor (like her dad or mom) and include his or her's financial documents for Azan to show to the US consular that someone else will sponsor him since Nicole didn't make enough money the previous tax year. Nicole keeps mentioning "his visa is denied" but a denial is not the same as a refusal in the embassy interview. The cases when US consuls DO refuse visas (without giving them the 221(g) slip) is when they can tell the beneficiary (Azan) doesn't know basic info about the American petitioner (Nicole). They will ask about the petitioner's work, the petitioner's parents' names, if the petitioner has children to provide their birthdates, etc. If Azan didn't know these basic questions in regards to Nicole (and what she filled out in the I-129F form to petition him for a K-1 visa), it would be considered grounds for a visa REFUSAL. This basically alerts the US consuls that there may be the possibility of visa fraud. Unfortunately, Morocco IS currently in a list of countries with high rates of K-1 visa frauds. US consuls are not idiots, they're Americans who live in these countries and have a good understanding of societal and cultural norms. If they know a MUSLIM MAN is being petitioned by a SINGLE MOM, NON-MOROCCAN, NON-MUSLIM girl, this will throw red flags to the US consul because the beneficiary is going against a lot of the local cultural norms to "marry" a person that typically, the beneficiary's family wouldn't approve of. So he either got put in the administrative process and Azan never told Nicole about what he needed to turn in so his visa would go from refusal to issued, OR they never gave him the 221(g) slip and they just straight up told him his visa was refused. Finally, this lawyer..K-3 visas haven't been issued that much in the last 5 years. The process she described is now a CR-1 visa and the beneficiary would come here as a greencard holder the second they entered the U.S. (thanks if you go through this long ass, informational comment).

Here's the thing the lawyer said that she skated over...even if they got married he could still be denied based on why he was "denied" to begin with...and she don't even know why he was "denied"...so even that isn't full proof.
