No! People don't understand the triad system, if NK launches the first responders will be the subs, the land base systems won't be used unless a near peer adversary attacks us. In the case of NK, we have sensors in SK, in the waters around NK, as well as satellites, if they launch an attack it will be detected and our nukes will be on the way to Kim's house before theirs hits the continental US.
