If a area needs a hospital it is not up to the citizens to provide the finances for a hospital, it is the government to answer the citizens demands to who provide it. I am not making a comment on crime or gun laws....just how resources should be provided to a given area.

"Gun laws" have nothing to do with it when most of the gang members get it from the black market illegally. So yeah it is the governments fault to allow innocent people to be shot then have to drive 40-50 minutes away to the hospital just to be pronounced dead. I'm not saying it'll solve everything but it'll lower the murder rate of 1000 people murdered every year
