There's at least 6 times that Kim gets away with this in this video. I mean he's also an amazing fencer, and his flunge-throughcut off the distance pull is perfection, but this should be applied IMO.
А что правила в фехтовании поменялись, и разрешено касаться дорожки третьей точкой и фраза засчитывается??? А то смотрю бои корейца, он чуть ли не по самой дорожке ползает и очки ему дают.

There are many referee's inconsistencies concerning touches with the guard. Video is coming :)
