    It's hard for me to believe in some states you can't cruise, and yet that exists. Not really for a good reason either, so today we're talking about it and some HOPEFUL good news to finally come out of California (never thought i'd say that). We talk about why cruising was made illegal, how long it took for the law to be brought back up, and the recent change to make cruising possible again in the area!     The crazy part about the old cruising legislation is that cars and cruising were actually a way people stayed OUT of gang activity and crime. Young people, especially in the bay area use cars as a way to keep themselves occupied and stay away from shady stuff, and even as a way to get out of whatever situation they in. Instead of shooting cruisin.

      I cant speak for other cities but here in northern ca youngsters would take advantage of the events to look for anyone that looks like an opposition. Of course not everytime shit would pop off but youll feel the tension.
      But yea the main purpose of cruisin was to stay away from gangs.

      In my area (east bay) they banned it in our city because it was bringing crime to the area. Guys from Pittsburg and Richmond were coming in and starting shit. So they fucked it up for everyone.

    My city (Sacramento) they actually brought cruising back for the first time since the 80s and 90s ban. It's insane to see the CHP just letting people cruise. Loud cars and killer paint jobs.

      Funny thing.. Sacramento stopped the cruising due to the gang riots at miller park during the so called peaceful cruises.. Hence the presence of the CHP upon return.

    Low riders got me into cars back in the mid 90s, then Gran Turismo released and changed the way I approached the car scene looking for my first car in 99. A good place to get a cruising ticket is on hwy 100 in Milwaukee.

      As a kid in the 90's I can confidently say Lowrider Magazine and that car culture saved me from a lot of bad things and gave my life much needed direction.

    They have a few no cruising signs in downtown Olympia. I happily disobey that and ad a few backfires in because of it.

      Even something as “crazy” as a 40 year rolling exemption for CARB would be appreciated. Not many people driving around in 40 year old cars - so changing the law wouldn’t suddenly cause a lot of pollution. It would just allow people who like late 70’s cars to drive them in CA without trying to get them to pass smog with their dodgy 40 year old smog equipment.

    Kinda wish I saw more of that old school low rider culture on the east coast. Used to have a neighbor that had cars like this and his buddies would show up with theirs too. Also lots of effort is put into making those cars look nice. And....No one is street racing with them so actually I prefer this kind of car culture.

      I live in Los Angeles. Lowrider car meets are the best! They are family oriented. The guys bring their wives and kids. The kids run around and have fun. There's lots of Mexican food. Lots of oldies music with an DJ/MC.They have freestyle disco dance contests. As the cars show up, they hop the cars a little. They also three wheel. And, if they have permission from the property owner, they have the car hopping contests with giant rulers. But the cars that get hopped are not in pristine condition. They get trailered in. They have reinforced frames. They're straight up competition cars for hopping.

    I'm french but i live in LA - I remember asking my spouse about the cruising signs on Pacific in HP, it seemed absolutely outlandish to me back then. I also really love Cali for its car culture, it's like no other place I have been.

    Cruising was HUGE here in Springfield, MO during the 60's through the early 90's when it was banned on Kearney st. As a result much of the business district fell into steep decline when the cruising ban went into effect. Only a few years ago did the city remove the ban in an attempt to revitalize that part of town, but the economic damage had long been done.

    back in the 80's we cruised ALL the time, was NEVER aware of any gangs or drug activity, we cruised to show off our rides and to meet up with friends or prospective women. it was banned in Lodi if I recall correctly in 84 or 85

    Decades ago I got pulled over in Hollywood for 'cruising'. I told the cop I was looking for my friend, which is perfectly legal, and refused to provide my license because I had dispelled his suspicion so he no longer had cause for the detainment. It was fun. I was actually headed toward the freeway to go home, but after that I did a few more laps just for kicks, and waved at him each round.

    It's not older than me. I got a ticket in Old Orchard beach Maine in the 90's for "cruising". On my motorcycle. I did the loop there twice. Yep! I am a very dangerous dude. This gave me a flash back.

    I live in Los Angeles and have been cruising since I was a kid with my older brothers. Now cruising with my kids. This law definitely needs to go away. Great video. It would be nice to see u make one on the history of lowriding.

    No-cruising laws should be illegal. We pay taxes for those roads, why are we not allowed to use them more than once or twice within a certain timespan. “Land of the free” my ass.
    The fact that they associated it with gang culture is pretty stupid. Probably has more to do with minorities being the primary people getting into low riders than it did with actual gang incidents happening involving low riders.
    Everyone likes to cruise, from hot rods and muscle cars to low riders and tuners. It’s what we do to stay out of trouble, yet they target it to make sure we still get in trouble. Yet another example of predatory policing, cracking down to make everything illegal so they have more excuses to harass, extort, and incarcerate the public.
    Poor automotion has been hit hard by their implementation of no cruising laws.

    Thanks for the video. I am 67 years old and grow up cruzing in Northern California. I watched the low rides in San Jose go from nothing to great rides. I cruze in my club, but we all drive British cars, little two seater Brits. When you are a "car guy or girl" the cruze in your blood, no matter what you drive...

    Back when we cruised in the 70's-80's it wasn't just lowriders that cruised. There were different areas that cruised different cars. Lowriders mostly cruised Whittier Bl. but also in some other areas. Van Nuys Bl. mostly had Muscle Cars but, also some Lowriders but, the last time I was there it did appear the Lowriders were out in force. I was glad to see cruising back. Sunset Strip and Hollywood Bl. had just about everyone.

    I was one of those young kids always wanting an impala from the 60s or a late 30s Chevy. If it wasn’t for low riders, I may not be a car fan now. Our taste has definitely changed. Now it’s about pure original and practical use. Mucho amor. Peace!-)

    Every town in California during the 80's had a "Cruise", some were just better than others. You know, Girls. It wasn't just lowriders, every driving high school kid and up were on the cruise Friday and Saturday night. The 80's was all about STYLE. You and your friends spent all day getting your car and yourself ready, uptown you went.

    I grew up in socal and the biggest problem with crusing in the speed at which they cruse and where. I personally love looking at them but if you have ever been caught behind them, it is a pain in the ass.

    Cruising wasn’t only for low riders. I grew up in Richmond, California and we would cruise the streets to show off our cars, many being hot rods like Camaros and GTOs. Sometimes it would end up with street racing. Those were the days!

    In San Antonio, when I was in high school, we had Sunday cruising on Military Dr that encompassed all car cultures (mainly lowriders though)... we also had some minor cruising going on downtown San Antonio on Saturday nights.

    I was born in 59 and lived in SoCal my whole life. Lowriders, cruz'n Van Nuys and main street in Ventura. Although the style of there cars is not my jam. These guys and gals have some talent. These cars are works of art, like amazing. Cruz'n and hanging with your buddys sharing your work, colabbing with the world showing off your expression, thats what it's all about. It's about time the legislators backed off. Not every body wants to go to hang out at the country club disusing how bad they suck at golf while pounding your Martinis. Let freedom ring

    I cruised Salinas, California as a young adult (met some girls at the same time) circa 1975-1977. Switched between '69 Chevy Step-side pickup, '63 Pontiac Grand Prix, and my '65 Plymouth Valiant (bracket racer @ Fremont Raceway). Sometime later, of course, signs were posted on Main Street making cruising "illegal". Cars were usually bumper to bumper on the weekends, and I don't remember any gang activity or crime back then at all.

    I remember the exact reason why cruising was banned it wasn't because of traffic issues or the crowded streets lined with people it was because the bad apples spoiled it for everyone, I grew up up and down the Central Valley whether it was Sacramento, Modesto, Turlock, Merced. Graffiti Night in Modesto was a big time cruising destination, We would spend Fri-Sun cruising up and down McHenry Ave and then we would all meet up out in the country and street race until 5-6am I remember one weekend there were close too 500 cars show up for the festivities. We used a Farmers Runway for the strip, fun times but with all fun times the CHP and Surrounding Sheriff Departments finally put a stop to it all.

    Lowrider culture is wired into every other kind of culture in some way or another... I used to live in Arizona and I loved lowriders down there and I use lowrider influence in a way in all of my builds... I always love just hoping in my cars and just cruising them...

    1:28 I had that steering wheel in my 1970 bug in 1977. I was told when I bought the car that it was so it could be driven with handcuffs on. It did make my bug fun to drive.

    “Cruising” was the takeovers of the 70’s. There absolutely was a criminal element and it did disrupt traffic. People were tired of the cars driving slow, reving engines, burnouts, shooting flames, and using hydraulics. The laws were put in place long before the low rider scene.

    I’ve been steeped in the CA Car Culture for over 35 years; but the law you are referring to is known as the ‘scrubline law’. The design of the law was not to outlaw low riders, it was designed to prevent modifications that would contribute to a loss of control when getting a flat tire.
    When you don’t have any part of the frame, chassis components or suspension lower than the wheel rim capable of coming into contact with the surface of the highway when suffering a blowout, your chances of maintaining control of the vehicle are greatly improved.

    they did a big ol cruise in Oklahoma, right outside of my neighborhood. some people came from Texas, some from Kansas and other surrounding states.

    I grew up in the Crenshaw District in Los Angeles during the 80s and 90s. Lowriders, VW Bugs, Nissan Sentras/Maximas, RX7s, RX3s, Datsun 210/510, Bombs, Mini Trucks, and Hondas....what a fun time. The cops in the Crenshaw area's enforcement depended on the volume of cars that came to show out. Some weekends they were cool and some they were not. Overall it was a great experience at first being an observer and then in my adulthood hitting switches on Crenshaw.

    1983-1985 cruising was awesome in a small Northern California town where we had half a dozen cops and no gangs, other than the typical high school clique. We were all driving 10-25 year old cars, unless we had means other than a summer/after school job. Great times looking for trouble and sometimes finding it.

    I totally remember the early 90s cruising Whittier Blvd and police showing up to break it up. It was alot of young people trying to meet up. Young guys trying to meet girls and vice versa. Show off your car. Low budget fun. It died in the 90s because it got broken up too much. Probably based on ties to gangster rap and the videos they used to spin the actual crowd out there. It was very few gang members who were too busy trying to hurt each other in lower profile areas of the city.

    WHOA! I’m 45 and grew up w/ cruising and low riders in particular! 😂 Steros, rims, paint, HP, all of it. The did the same shit as far as banning it after I graduated. At least in the 3 cities/towns that I grew up in/around. Then the internet zombification of youth seemed to make it irrelevant. It’s disheartening

    we have a "cruise" route in our city and it goes right around downtown every weekend night, all sorts of cars always come out, and the gov is trying to shut it down because "it's too disruptive to businesses". kinda sucks because it's the highlight for the car scene here, which is already pretty small :(

    I personally don't own or want to own a lowrider but I like looking at them and appreciate the work that goes in them . I come from the muscle car world , very different 😅 Ironically my longest project has been my 97 Acura Integra RS . It's dropped about 2 inches off the pavement, but not stanced ( to each their own but my tires don't wear prematurely and none of those stance cars can take corners anywhere near what I do ... without drifting as well 😂 ) . I'm still looking for my next muscle car but I don't think I'll ever give up my Integra that I've owned since 2015 . It's got a b18b1 with a spoon spec bottom end and will soon have a full race spec head . Skunk II suspension , 97.GSR rotors and Brakes , 97 Type R 5 speed and full Street/track stainless steel exhaust bolted to stock header . Unfortunately it's been stored for 3 years but in 2 more years after I finish paying my ransom ( alimony 😂 ) , my girlfriend and I plan on completely rebuilding it . Unfortunately she won't get in it because she has seen it in motion . It's not super fast ,high to mid 11 car but with that new head and possibly a super charger it will be my first 10 second import . Probably high 10s but 10 is the only number that matters 😂 . I would love to visit Cali with it but I'd probably have to get it towed out of the states due to the ridiculous laws regarding modified cars but it is legal in every state outside the People's Republic of California so I have plenty of options 😎

    Born and raised in San Jose and will be a 77/78 grad from San Jose High School, low riders would cruise Story and King and us younger kid at the time would cruise Down Town San Jose! Those were the days, in fact our '77 year book cover will be from a Friday night cruise in DT SJ, one way traffic heading up 1st street 3 lanes a breast then down 2nd street 3 lanes a breast, then soon after came the ban on cruising down town. The reasons for banning cruising was totally nonsense, we were good kids having a great time!

    Here in San Diego, cruising Highland Ave was made illegal about 15 years ago, it just got made legal again, 15 years ago there was alot of gang shootings while cruising, gangs have chilled down a little now.

    The entire ban was made to target Hispanics in L.A. Why? Good 'ol fashioned American racism. Donut did a pretty solid podcast on this. You can't tell this story without mentioning that. Reach out to Joe Ray of Original Lowrider. He was the last editor of the print edition of Lowrider Magazine and he has formed his own organization. Also, I know that it takes a while to plan a trip, so September 10th, one of the largest lowrider clubs, the Majestics, are doing their 50th anniversary celebration in L.A.

    as a california native born raised here from 1986 tell now and living all over the state of CA i can tell you 1st hand Lowriders were used to funnel drug money and illegal money in to hot rod shop and paint shops to launder the money to be clean. the gypsy rose lowrider a VERY FAMIOUS CAR been on display at national museums as a part of Mexican/American culture. that Lowrider was originally smashed up by a gang when the owner refused to let the gang come to a family house party. Lowriders in CA got the nick names coffin rollers for how often you would find bangers shot to death in there cars. and some models of lowriders got nick names around the police because of the type of people who would buy them and be found shot to death in them from gang violence. when you have alot of not legal traceable money coming in you have to make it clean somehow cars and business and good that can be traded on the street is the fastest easiest ways to clean your dirty money. and hay if you

    I really like how the car enthusiast community is starting to rally together in support of each other. More than ever before, we're hearing people say things like "it's not my thing but it's still cool and I support it", to the point where we're advocating for each others rights to do things even though "it's not my thing". The community overall is more diverse and more inclusive than it ever, and I find that really inspiring.

      @@kbar3612 Yeah. That's my gripe too. There's rarely any actual scientific evidence used behind many of the decisions made by the government when it comes to cars. Especially with emissions laws in California.
      If we actually cared about the science of reducing greenhouse gas emissions in vehicles, then the ONLY thing that should matter is tailpipe emissions. It would be a simple binary factor. Does your vehicle's tailpipe emissions operate within the boundaries of what it was designed? Yes? GREAT!
      But no, if you change your air filter and the manufacturer didn't spend TENS OF THOUSANDS to bribe the government to certify their product, then your car could get crushed into a cube.
      Engine swap for a more efficient model? Oh boy, get ready because you're in for some really complicated rules.

    Some city’s didn’t mind it, until people from other places “outsiders” started to join in on the cruising and in the process leave the city a mess the next day because they dumped all their trash out in the streets. Easter was known for being a cruising day and now they block the streets with barricades and cones to prevent it from happening. Hopefully cruising comes back, but there should be an agreement between the community to go out and clean the mess (if there’s any) the following day.

    Low rider culture is some of the coolest in car culture. I always like seeing the cars or just having a nice time, is the only time I don’t mind being slowed down if I’m going somewhere.

    Having been into cars from a young age and being from California, where car culture pretty much originated, over the decades and generations, the ONLY automotive scene that was never really focused on, or really made "illegal" by law enforcement has been hot rodding. As anyone into the car scene and cruise-ins will tell you, muscle cars/street rods have almost always been given a green light over low riders and later import/tuner scene. As you mentioned Alex, it's mostly due to cultural factors and differences but now as the older generations that didn't necessarily like or respect others styles are long moved on and a younger and more inclusive/diverse generation of enthusiasts are on the scene, that's all changing for the best once and for all!

    Something that appears to be ignored is the load carrying capacity of these dramatically undersized tire/wheel combinations being used on older full size cars being made into low riders. If your car has a gvwr of 6k pounds, then each should have at least a load carrying capacity of 1500 pounds each. Note that those custom wheels also have load limits as well.
    I can't imagine these cars are fun to drive on wet pavement when suspensions are being run their highest or lowest setting on wet or slippery roads. Watching these cars being driven with front end fully extended pushing front wheels to far beyond stock positive camber settings making both front wheels slide across the pavement, effectively turning dry pavement more like ice.
    Driving with one wheel off the ground increases the load on the other 3 by 25%.
    Cruising typically was used by most as a way to setup and get to that evening's drag race location. Where I am the 25 and under groups typically thought they were smarter than the cops, and would send low man in group to go tell everyone the where and when, with the "smart ones" all leaving their gathering spots and all taking the same route to the same spot, with some of the even smarter ones holding impromptu races enrouts gathering attention from local cops. It was comical to be sitting at initial gathering to listen to them trying to figure out who must have told the cops since caps showed up at all exit routes and blocked them off within minutes of the first race. No matter how many times they were told, they kept looking for the informant.

    I was alive and cruised in SouthernCaliforniain the 70's, I'm not a Mexican or low rider . WHITTIER BLD HAD TWO SECTION . City of Whittier for hot rods and Pico Rivera was low riders , cruiser didnt really cross each other because they were 3 to 5 miles apart. Hot rods raced, but usually only one gear . If you wanted to really race you went off the bld . Low rider really wasn't a problem as much as the hot rods. There was a lot of drinking and driving also pot. People lined the bld to watch the cars and people.

    most states have that for classic/antique cars where you can only drive them for a couple of hrs. on a Sunday or at a car show for example next year is when the first Toyota Camry Solara's are considered classic car eligible as it's the 25th anniversary of the first model year which was 1999 so in the XV20 or 5th gen Camry the two gens of Solara lasted between XV 20 and XV40 gens of the Camry and in the 10 years the Solara existed it sold around 600,000 units in the US though its parent car the Camry sold 4.32 million units in the US in that same time period and has sold about 14 million in the US since its 1983 model year debut

    So I was pretty sure that when they made it illegal to cruise Sunset Blvd, and others, in the late 90s, early aughts, it WAS indeed due to traffic. At least, that’s what the media went with. Local news anchors claimed this was the reason, and those interviewed, who were residents, also complained about traffic. I just assumed driving the strip at night, regardless of day of the week, meant bumper to bumper traffic. Most of the cars weren’t even that amazing. Just teenagers and young twenty something’s showing off their car that maybe had illegally colored bulbs, or decals.
    You could still “cruise,” you just had to find an alternate route back, or be prepared to have an alibi, like a receipt from a business you patronized that evening, or drivers license clearly indicating you lived there.

    Great insight. The worst kinds of laws are those than are applied only some of the time to some of the people.
    I want limo tints on my car but I'm not sure which group I am in or when. Judging by how many people ignore the law, there must be an in-crowd and an out-crowd. Some of us are just more free than others.
    If all of us had the law applied equally, I bet that law would get changed pretty quick. Then we would all be equal in the eyes of the law. But alas...

    Fact: "Slow Loud And Bangin" as what the cars are called in Texas, was not originally an acronym called "Slow Loud And Bangin' " . It was just a straight-foward word "Slab" and that was it. Meaning a car sat too low to the slab(pavement).
    Then "Slow Low And Bangin " emerged.
    Both, "Slab" and "Slow Low And Bangin" was just another term for "Lowrider".
    And the extra chrome add-ons such as front custom grills , goddess hood ornaments, etc along with custom paint came from the 1970s, 60s "Superfly" Pimptype cars which got the name "Pimpmobile" which later in the 1980s and forward the style/trend had trickled-forward in different forms and style(Donks, Lowriders, etc adopted the trend). Go figure
