That is only for handballs. Intention doesn't matter for a trip/kick. It's under Law 12 on the FIFA Laws of the Game
The attacker faces the goal in the box, is ready to shoot and the defender blocks him from shooting without touching the ball. It doesn't matter the intention or if it was a hard tackle or not, it's a penalty. That's the rule.

What happened to Greece after this? Coulda/Shoulda won vs Costa Rica, and then the entire team broke up. The front office left, coach left, players retired/quit the team. They haven't been able to rebound since. Coach Santos should have returned to Greece with the team before leaving for Portugal. The core should have stayed together and allowed for a better transition into the future with younger players. This team had so much potential. In 2010 and 2014 they had problems within the team due to Greek club team loyalties. If they had put that aside, Greece might of been able to stun the world again with another trophy. Now it's over. The dream is dead. Looks like they won't be able to qualify for next years World Cup either. Hopefully they can create a new core and avoid the cancer of Greek club loyalties. Play as one, win as one. Go Greece, you did it once and you can do it again!

Guys it is a penalty. Samaras could have taken the shot if the leg of Sio did not block him. It is a mild foul for sure but a penalty can be awarded. Great call from the ref.

Just watch 1:45 at 0.25x speed: indeed the defender extends his left leg and while Samaras is about to shoot his foot hits the defender's back of leg, knee level(= penalty); Samaras' foot hits the ground (and curls) and bit by pain bit by acting he falls in exaggeration.
It's a penalty for blocking his leg while shooting not for falling; the fall was mostly fake

That's a penalty. Sio gets his leg between the ball and Samaras' leg, he doesn't get the ball, he only takes on the attacker. And this is not allowed. So, correct penalty kick.
