I like the theory that Moe knows that it's Bart prank calling him, he just pretends to fall for it because he knows Bart's childhood is messed up, his dad always at the bar, and he wants to give him some amount of joy.
There was a charm to the early, crappy animation. It came out of a 1960s aesthetic that subverted “quality”; think Truffaut. Sure, their budget got better, but the earliest stuff also had a sketchiness that felt personal, original, and - most significantly - ANTI-commercial.

The one in Treehouse of Horror II is the only one that's not clever because it's not a fake name, just tricking Moe into giving a fake description of himself. I guess Bart can't come up with good Prank calls in his dreams. Which is ironic when you think about it. Usually it's the other way around, hence the phrase "in your dreams."
I profoundly disagree. I think it's the most clever of them all. Remember it's a Treehouse of Horror episode, which means the storylines/plots/events during each segment are always twisted and supernatural and you suspend your disbelief way more than usual and accept things that you wouldn't tolerate in normal Simpsons episodes. You depart from what is usual/normal/believable for just one episode. Which is precisely why they went with that joke, imo. The humor hits that much harder. You would never believe that Moe would ever fall for a line like that during a normal Simpsons episode, it's too obvious and over the top, but during a Halloween episode when anything is possible, it hits different. During Halloween everything is over the top and abnormal, hence the joke is hilarious. Just my two cents. Thanks for watching and commenting.
I like how Moe's (and Barney's) facial profiles were drawn to fit somewhere between the Neanderthal and Cro-Magnon man's on the evolutionary chart. It adds to the overall effect for these gags.
