The way it's phrased seems to imply you might not be able to fire you weapon and recovery simultaneously.
Either that or it's something like certain abilities are considered intensive -- even while standing still.

yea I just don't think its realistic to "just stand still" in the game. you're either avoiding enemies or trying to find more oil/warmth

@@Reidang Oh, I def agree. I see both sides of the coin though. With a mechanic like that, it forces the need to be strategic about when to stand still and for how long. At least until some meta progression is built up (I would assume).
