Or alternatively, not actually have him in the game in the first place. Just because you're in the trailer, that doesn't necessarily mean you're in the final game. As far as we know, he's an unnamed NPC designed to fill a trailer spot. I doubt anything more will come from this but I'll be surprised if Rockstar does go further with it.

Because GTAV is a comedic parody of American culture. GTA's are essentially at a South Park level of making fun of everything... just in 3D.
