A whistling toilet is likely going to be caused by a restriction is the water supply system. This can be caused by the shut off valve at the wall but, is more commonly caused by a faulty fill valve. The fill valve (depending on the style) can become stuck, preventing full actuation during filling, restricting the water flow. This can sometimes cause a whistle. The fix is to replace the fill valve, this should resolve the whistle. You can find fill valve repair kits here: bit.ly/2XgCHVs
