About Luca:

Jacob said he started voice recording for it before covid started so probably 2019
@@kchris5849 but voice covers are after they finished animating the film and everything.
They mention it was pitched in 2015-2016. I believe they started the concepts and ideas even back in maybe 2018, and they start voicing in like 2019
I think they started somewhere in 2019
