Those aren’t screen printed socks at all, screen print doesn’t crack and rip off like that because it is ink laid into the shirt. That my friends is heat transferred vinyl, and really low quality vinyl at that. The heat press definitely wasn’t hot enough when they pressed it, or the brand of vinyl is poor quality.
(Edit) I know because it’s my literal job lol. Im a graphic designer who works at a mixed media shop.
