No, that's to get to the full Mode Select screen. The Operator Menu is the Test Menu, which is activated by opening the coin department and pressing the "test" button. In there, you can do I/O check (test sensors/buttons), lights, change difficulty, how many stages, etc.
Im currently on the hunt as well. This arcade cabinet is hard to come by with DMX being such an old and obscure yet beloved game. Luckily my local arcade has one and Im basically the only one that plays it so I can always jam for an hour or 2

Marathon Course can only be enabled in the operator menu. If it's disabled, ask the operator to enable it, otherwise you can never play it.
