Shipping is gonna happen with any series, including ones oriented to all ages, and romance already appears frequently in Pokemon (For example, Kukui and Burnet, or the couple separated by Rusturf Tunnel). As long as people aren't making crude sex jokes or explicit fan art in a way visible to children, what's the problem?
Leon and Raihan are also both adults, which makes this about a thousand times less creepy than the majority of Pokemon shipping.
