How to play like Marilyn Manson:
1) Hire an absolutely INTENSE shredder
2) Make him play nothing but drop-C rhythms
I never really got into Manson. He just seems to me like he's one of those musicians that is more show than go. A ton of makeup and outlandish lyrics and behavior is never a substitute for talent.

Successful performers often have over-inflated egos + fans are hardly going to abandon the show because of a shitty guitar solo. Either it's deliberately bad for extra clicks or as far as he's concerned he played guitar and everybody cheered.
In Johnny Depp’s case, he was just really drunk. He can actually play guitar quite well. As for Manson, no idea.
Manson's guitar playing skills begin and end with power chords. I'm pretty sure the "solo" he did in the clip was shit on purpose. He knows he can't really play. He usually plays guitar on one song during most of their tours, but traditionally it's always just power chords in drop D.
Because people are brainwashed and they are gonna keep supporting him anyways, so guys like him don't even fucking care about it. There's even a chance he might gain some fans because he "played the solo"

Actually the song called: Whipped pistol included a kind of non armonic solo and he played almost, like in the record.
The LP Born Villian includes guitar parts that are kind of noisy sound and non armonic but that's the main goal (I think)
