Add the picture, give it the same turbulent displace so that the edges are "inky" then track matte it to the animation - have the animation resize until it covers the whole image. It will reveal the picture.

You can find tons of tutorials about how to add pictures in it. But you can not find much about how to make that ink splatter own. So this is a useful tutorial.
