Depends on if you use mechanical materials while fusing and these are even possible to get free. Yes any lvl can be obtained for free. The cost when you don’t topup is higher in time. It is possible. Only one of my characters is a high enough level to even equip g5. All the lower accounts are maxed out on level and color. It’s gathering lvl restricted.
