I think the former president was so frustrated that the criminal justice and its dispensations was so poor that tends to favor the greedy interests of powerful, influential and very rich Filipino people especially the deterrence of death penalty was never resurrected by the Congress at that time.
So, most likely, Arnie Teves was encouraged to be so daring in committing the heinous crime of killing his biggest political opponent.
Supposed to be, the Ampatuan Massacre had been the driving force of resurrecting the penalty of death against heinous crimes but it failed to materialize because of flawed flow of wisdom on the minds of our honorable lawmakers so the factor that influences them has been because of their vested interests.
And now, I think what have been happening with the cases of Teveses of Negros Oriental would be the compelling force or motivation why our lawmakers would wake-up to consider in bringing back the death penalty again which would be really a design as deterrence against any perennial crime that tends to destroy peace, law and order in the Philippines which in turn tends to destroy the future of next generations.

I think Japan would invoke or make some justifications out of these following turn of events why they need to develop hybrid bombs, a combination of fusion and fission type of bombs.
