They dropped out after 2016 because of financial reasons. And unfortunately they are still struggling financially and it looks like they won't be coming back anytime soon.

I think part of the reason they placed low before 1999 was because there wasn't televote until 1997/98 and it used to be 100% juries (I do think their songs started to improve in the 2000s so it might be a coincidence too). Also if they hadn't come back in 2016, they would've been tied with Ukraine with having a 100% qualification rate.

Ah I love 2006 Layla, . I loved all the earlier Balkans Ballads from Bosnia and Herzegovina, and Serbia & Montenegro. If Johnny Logan is the king of ESC then Zelko Joksimovic is not a much the less. There were so many beautiful ballads he wrote and he was so many times close for win. Too bad we won't get to this kind of music anymore.

The juries betrayed Bosnia&Herzegovina in 2016. The juries had Bosnia&Herzegovina as a qualifier in 2010 (the generic rock song), and they even had Montenegro 2016 as a qualifier, and then Bosnia&Herzegovina fails to qualify, at least the televoters had them as a qualifier.
