While the food looks nice, those "business" class seats look ancient. In fact, they more closely resemble economy plus seating. Are all Business class (Saga) seats on Iceland Air like this?

Yes, all seats on Icelandair aircrafts are so called „recliners“. The comparison with other premium economy is justified purely by the seat.
