Jim Jaspers is the stronger reality warper and probably the strongest warper in MCU. But he does have one major weakness, he cannot create something from nothing. So he already needs to have some kind of reality in order to warp it. If Mr Mxyzptlk creates a realm of nothing, MJJ wouldn't be able to attack with anything. Whereas Mr Mxyzptlk can create something from nothing.
