If they outnumber us 3:1, then that means that they have 3 people for every one person we have. If we have a team of 4 people, then they'll have 12 people. The even fight thing is just a joke implying that Master Chief and friends are three times as strong as their opponents are. I'm not too sure why you added the three and one, but I understand that ratios can be pretty confusing. Hope this helps :)
