The whole breast isn’t muscle, it’s tissue, yes but you can lift the muscles and lose the fat but the Breast will still be saggy because the layer of muscle doesn’t extend past a certain point. The muscle has nothing to do with the actual fat that sits out from your chest. Once it sags, it sags.
Incorrect once you did rid of the fat under your chest the muscle will bring the breast to normal
