Hello, I think there are only 3 ways you can be an International students here in norway. That could be either Master student, bachelors student and trade school student. But trade schools and bachelors programme requires you to be fluent with norsk and masters programme in english.

All public university in Norway are funded by the govt. & yes its free even for International student, However you have to provide certain documents & the Norwegian agency for quality assurance in Education will asses your paper if you have enough "poeng" (study points) to be able to get into the program + certain knowledge of english (IELTS) or Norwegian level B1-B2
