All areas are "High Crime Areas" once you put some cops in place to find laws you break. Oh, and the entire time they're talking to her about her having parked illegally, they're blocking 4 ways and thruways while her vehicle is actually safely parked and in nobodies way.
The reason why the officer made a point of telling her it's a high crime area has to do with why they were talking with her about it and the level of response her u-turn and bad parking job was getting. The male officer probably called her in when the lady was giving him a false story. First saying that you didn't make the U-turn and then saying you changed your mine about which direction to go is giving a false story. If there is drug sales, gang activity, or prostitution happening frequently in a neighborhood a strong police presence is needed.

True story. Just finished work at a restaurant I had the cleaning contract to back on Saturday May 2013, 4:30 in the morning, and not owning a car or having a drivers license I walked basically everywhere. This particular night a cop (Gary) with whom I had a previous run in with two months prior to this situation decided to hassle me for I.D., to which last time I refused so I refused again. I was done work and decided to do some grocery shopping at the 24 hour Sobeys which is conveniently on my way home. All I did was cross the street and through the Sobeys parking lot to get to the store. Out of nowhere this cop speeds through the Sobeys parking lot and cuts me off from walking. Son of a bitch almost ran me over. The cop whips open his door and tells me to stay where I am. No prob. Cop proceeded to ask me about a black half ton that he had a complaint about speeding up and down the road and general area. I asked what does that have to do with me? He explained that there was a black half ton in the parking lot where I just came from (my workplace parking lot) and was the truck mine. I told him no and he requested to see my I.D. to which I replied, "no". He requested again and I said, no again. He insisted that I need to show I.D. because he suspected me of driving the truck that was parked in my workplace parking lot. Once again I refused and inquired at what time does he believe I was driving the truck. Having set the alarm to the business I worked and had left just 3 minutes ago, I was curious. Soooo I needed an answer and I asked again. Cop coincidently said that he observed me leaving that truck and crossing over to where I now am just minutes ago. Told cop that was an interesting fact considering the owner of the truck (a regular customer) left the keys to his truck with me to put in the office because he had too much to drink and took a cab home five and a half hours ago. Cop asked me what time was this. I explained to him that the restaurant closed at 11:00 last night and asked him to do the math. Well he lost his patience with me because of that remark, and threatened to arrest me for failure to comply. I told him that I am familiar with law and read him the riot act about no victim, no crime. He decides to call for back up. Meanwhile as we waited I told him that I would I.D. myself if he drives over to the truck, feels the hood, and if he finds it hot. Dumbass does exactly that. He asked me to get in the cop car and drive with him to check out the truck. My reply was, "not in your wildest dreams". He accepted this and then told me to stay where I was because his backup was on the way. I told him "sure thing, what do I have to run from?" Dumbass drives across the street and I finished my walk into Sobeys and shopped for about ten minutes. Basically only customer in store so shopping was quick, the way I like it. In/Out period. While shopping I noticed there were two cop cars driving back and forth in front and on the side of Sobeys. Having finished my shopping, as usual I called a cab to go home. While waiting outside for the cab the same cop approached me and again asked for my I.D. Jackass must have thought I would cave in....not. Even with his backup present I still refused to co-operate. His backup told me the same thing as the first cop, to which I inquired what crime have I commited? At this time my cab showed up and I put my groceries in the trunk. I was told by the first cop I can't leave due to his investigating a complaint. I made eye contact and repeated his claim and asked if that was why I can't leave. Dumbass said, yes. Having called backup, I directed my attention to the backup and began to talk to the second officer. The first officer tried to interject but I put my firger to my mouth and said, SSSSSSHHH, after which I immediately began talking to the second cop. First cop just got his "spanking" and he was not happy. I went over the so called details with cop number two, then asked the first cop if the truck was hot or cold. He had no other choice but to say cold. I then accused him of fabrification and thanked him for providing me a witness to clear myself. The look on his face was priceless. He at that moment realized he had been played and looked like the idiot he was in front of his own colleague. I simply got into the cab and went on home. Cop (Gary) followed the cab to my home and parked two houses up the street. I called his shift supervisor who instructed him to leave which he did. Not the first or the last time, and only because I embarrased the entire Saint John N.B. department on "A.T.V. on your side with Laverne Stewart" news back in 1992. Was it worth all the harrassment...oh hell yes a hundred times over. EH?

Dude I was about to make the same comment but then looked up the law in CA for residential U Turns because I was curious if there were exceptions. Here's what I found: "No person in a residence district shall make a U-turn when any other vehicle is approaching from either direction within 200 feet, except at an intersection when the approaching vehicle is controlled by an official traffic control device. This law allows you to make a U-turn anywhere in a residential area, as long as there are no other cars approaching yours within 200 feet. However, this 200 feet rule does not apply at an intersection controlled by a stop light or stop sign". It does exist. But the cops are petty when they pull this shit and we don't even know if she did because there's not evidence.

The only reason they even make bullshit calls like that is that they are fishing for criminal behaviour they can write tickets/make arrests for. For the longest time cops had the freedom to do as they pleased and got used to most people just gave in without fighting because anytime something relatively shady went down it was always their word vs everyone else. The reason why the officer made a point of telling her it's a high crime area has to do with why they were talking with her about it and the level of response her u-turn and bad parking job was getting. The male officer probably called her in when the lady was giving him a false story. First saying that you didn't make the U-turn and then saying you changed your mine about which direction to go is giving a false story. If there is drug sales, gang activity, or prostitution happening frequently in a neighborhood a strong police presence is needed.

True story. Just finished work at a restaurant I had the cleaning contract to back on Saturday May 2013, 4:30 in the morning, and not owning a car or having a drivers license I walked basically everywhere. This particular night a cop (Gary) with whom I had a previous run in with two months prior to this situation decided to hassle me for I.D., to which last time I refused so I refused again. I was done work and decided to do some grocery shopping at the 24 hour Sobeys which is conveniently on my way home. All I did was cross the street and through the Sobeys parking lot to get to the store.
Out of nowhere this cop speeds through the Sobeys parking lot and cuts me off from walking. Son of a bitch almost ran me over.
The cop whips open his door and tells me to stay where I am. No prob. Cop proceeded to ask me about a black half ton that he had a complaint about speeding up and down the road and general area. I asked what does that have to do with me?
He explained that there was a black half ton in the parking lot where I just came from (my workplace parking lot) and was the truck mine. I told him no and he requested to see my I.D. to which I replied, "no".
He requested again and I said, no again. He insisted that I need to show I.D. because he suspected me of driving the truck that was parked in my workplace parking lot.
Once again I refused and inquired at what time does he believe I was driving the truck. Having set the alarm to the business I worked and had left just 3 minutes ago, I was curious. Soooo I needed an answer and I asked again.
Cop coincidently said that he observed me leaving that truck and crossing over to where I now am just minutes ago. Told cop that was an interesting fact considering the owner of the truck (a regular customer) left the keys to his truck with me to put in the office because he had too much to drink and took a cab home five and a half hours ago. Cop asked me what time was this. I explained to him that the restaurant closed at 11:00 last night and asked him to do the math.
Well he lost his patience with me because of that remark, and threatened to arrest me for failure to comply. I told him that I am familiar with law and read him the riot act about no victim, no crime. He decides to call for back up.
Meanwhile as we waited I told him that I would I.D. myself if he drives over to the truck, feels the hood, and if he finds it hot. Dumbass does exactly that. He asked me to get in the cop car and drive with him to check out the truck. My reply was, "not in your wildest dreams".
He accepted this and then told me to stay where I was because his backup was on the way. I told him "sure thing, what do I have to run from?" Dumbass drives across the street and I finished my walk into Sobeys and shopped for about ten minutes. Basically only customer in store so shopping was quick, the way I like it. In/Out period.
While shopping I noticed there were two cop cars driving back and forth in front and on the side of Sobeys. Having finished my shopping, as usual I called a cab to go home. While waiting outside for the cab the same cop approached me and again asked for my I.D. Jackass must have thought I would cave in....not. Even with his backup present I still refused to co-operate. His backup told me the same thing as the first cop, to which I inquired what crime have I commited?
At this time my cab showed up and I put my groceries in the trunk. I was told by the first cop I can't leave due to his investigating a complaint. I made eye contact and repeated his claim and asked if that was why I can't leave. Dumbass said, yes. Having called backup, I directed my attention to the backup and began to talk to the second officer. The first officer tried to interject but I put my firger to my mouth and said, SSSSSSHHH, after which I immediately began talking to the second cop. First cop just got his "spanking" and he was not happy.
I went over the so called details with cop number two, then asked the first cop if the truck was hot or cold. He had no other choice but to say cold. I then accused him of fabrification and thanked him for providing me a witness to clear myself. The look on his face was priceless. He at that moment realized he had been played and looked like the idiot he was in front of his own colleague. I simply got into the cab and went on home.
Cop (Gary) followed the cab to my home and parked two houses up the street. I called his shift supervisor who instructed him to leave which he did.
Not the first or the last time, and only because I embarrased the entire Saint John N.B. department on "A.T.V. on your side with Laverne Stewart" news back in 1992. Was it worth all the harrassment...oh hell yes a hundred times over. EH?

The only reason they even make bullshit calls like that is that they are fishing for criminal behaviour they can write tickets/make arrests for. For the longest time cops had the freedom to do as they pleased and got used to most people just gave in without fighting because anytime something relatively shady went down it was always their word vs everyone else.

Honestly, it’s not the shootings, the high profile cases or the anti copaganda that the media pushes...it’s these simple as shit interactions where they get a little too over zealous and use these annoying tactics. Why not talk to her 1 on 1. Say “Hey miss, your car is parked illegally, can you move it because I don’t want to write you a ticket.” No need for id, no need for all the extra, just help her, not annoyingly gang up on her.

This is how to talk to police. Keep your voice down, don't get excited, don't curse, don't give them any reason to pursue an alternative "investigation". This lady was perfect. Just wish she had asked an Officer to escort her to her friends house. You know, to see if they would "PROTECT AND SERVE". lol
