Filing complaints is totally optional IMO. Is it worth a person's time to fill out the papers and find out ten months from now that the cops investigated themselves and "found the allegations unsubstantiated"? Maybe, but if people have better ways to spend their time, good on them.
I agree, filing a compliant on bad cops is our civic duty. It is as important as voting. It doesn't matter whether the dept. finds them at fault or not. What matters is that these complaints demonstrates a pattern of misconduct towards civilians. Plus, not only does it remains in their personnel file, but it keeps popping up during possible promotions, pay raises, and lawsuits. After a while, It become difficult for the dept. to explain why they kept a cop on the force with over 50 civic complaints, and a stack high of lawsuits.
Only the bad ones are being exposed as pathetic losers. They are the ones trying to commit highway robbery on hard working people. This is why it is essential to file a complaint each time they abuse their authority. Otherwise, what will stop them.

Saw cop in my neighborhood, waiting for people to run a stop sign. Parked my care walked up to cop with an attitude and told him that he was NOT welcome in our neighborhood and that he needed to LEAVE. LOL, within a minute, he left.
