When God is saving us from something, we don't see it at the moment.
It's interesting how people sometimes selectively interpret scriptures to match their viewpoints. I think it would be helpful if we take a closer look at the entire text in Deuteronomy 22, instead of just focusing on one verse (verse 5) in isolation. By examining the other verses in the same chapter, we can gain a better understanding of the broader context. If we believe that verse 5 is important, then we should also consider the other laws mentioned in the chapter. This way, we can have a more informed and complete perspective.
You're right! I always like to read the whole chapters and/or previous chapters to get the full context. A lot of people pick out just one verse and cling to it without understanding the prior or latter verses to know how their particular verse came about.
Verse 5 has its own messages and it is so specific and clear enough.

I will answer your questions now.
From my understanding that God gave to me as regards to decency.
Trouser usually and originally was crafted for men and men only.
While skirt is meant for women.
Let's first talk about skirt.
In the Jewish community , men do wear an overall which may look like skirt but it is not.
Women skirt is very distinct from it you can tell if a man is mad by wearing them.
Women skirt resembles that of wedding gown in the waist region.
Trouser was never originally designed for women but men
In general any dressing that makes it difficult to identify a particular gender is a serious sin.
Some people say women has trouser.
For decency sake, remember that Jesus Christ gave the impression that anything that you do that could lead people to sin is a serious sin.
This includes seduction (indecent dressing), and other acts which could instigate others to sin.
What is indecent dressing?
Any dressing that is capable of quickly stirring up the desires for sex.
Remember that when the desire to have sexual affairs with any person who is not your rightful wife or husband is being entertained by a person ( that is accepting that such acts could be possible) this is called Lust. This is a very serious sin.
ANY DRESSING THAT UNNECESSARY DISPLAYS THE SHAPE OR EVEN BARE(Naked) VITAL PART OF THE BODY IS INDECENT.
Because of the way God created the female gender which is very good, Trouser displays the buttocks of a woman in way that quickly stirrs up the desire for sexual intercourse in a man. This is what makes it very offensive in site of God.
But this also apply to men who wear tightly fitted clothing in order to display their muscles, (some women are attracted and some are even stirred up when they see muscular men like hairs on chest and worst when they see a big shape of the private organ of a male.
Most men fall victim of wearing tightly fitted clothing that displays their chest and some wear shorts that can display the size of their private organ making it easier for women to desire sex when around them.
This happen but very sinful in the eyes of God because God created marriage to be sacred and sex for procreation.
