True however if you have trichotillomania(which is when you obsessively pluck or rip out your hair) like I do it is very hard to stop especially since it usually comes from OCD. At this point I don't know how to remove my armpit hair since both shaving and waxing are no longer options, and laser is not advisable either (by every medical I have seen)
Generally if your hairs are not strong enough to find their way to the surface of the skin, there is some deficiency that is causing that, and an ingrown hair is simply the side effect.
Doesn't have to be a deficiency. Skin diseases can cause the same problem. For my disease in particular ingrown hairs effectively cause permanent damage making it harder for hair to grow back out, so it is litteraly making itself worse.
