I hope it's not an elephant project like that of Rivers state. I will prefer a cargo rail line from Afikpo to neighboring Abia state to harness the agricultural products as well as other natural resources. Aba has the market.
No infrastructure is a waste... which means, all those transformational infrastructures add values & are critical enablers towards the needed transformation into a modern city. There are other considerations..... politics, security, cost benefit etc.
