They just broke at least 2 sanctuary helm essences plus the cooldown nerf. Most of the essences that got buffed for monks are useless to begin with. Might want to watch this: Concentrated Coldness: Instead of being Chilled, enemies struck are now Frozen for 2 seconds.

It's most likely only for the base version so dome etc should have the same CD or at least usually they will have the items included if they are changed too
Damn that one kinda slipped past my mind the first time, damn that's going to be so good on DH, so DH will have same freeze time as a monk, but it's ranged

The new gem can be good on pvp to if it's about all dmg ( dot) or I'm wrong.
