श्री दल चंद एक मध्यम वर्गीय परिवार से आते हैं। उनके पिता ने 8वीं कक्षा तक पढ़ाई की थी, लेकिन उनका सपना था कि उनका बेटा, श्री दल चंद पढ़-लिखकर कम से कम एक पटवारी बने। और वहाँ से दल चंद ने सरकारी नौकरी पाने और पटवारी बनने का सपना देखा। एक दिन जब वह अपने दोस्त के साथ पढ़ाई कर रहे थे, उन्होंने उसे अखबार पढ़ते हुए देखा। जिज्ञासा से उन्होंने पूछा कि तुम अखबार क्यों पढ़ रहे हो और उसके दोस्त ने जवाब दिया कि वह यूपीएससी की तैयारी कर रहा था। उन्होंने पूछा कि यूपीएससी परीक्षा पास करने के बाद कौन सी पोस्ट मिलेगी। उसके दोस्त ने जवाब दिया कि तुम जिला कलेक्टर बन सकते हो। उन्होंने फिर पूछा, क्या जिला कलेक्टर पटवारी से बड़ा होता है। उसके दोस्त ने मुस्कुराकर कहा हाँ। वहाँ से उनकी यूपीएससी की यात्रा शुरू हुई। उन्होंने 2005 में अपना पहला प्रयास दिया लेकिन प्रारंभिक परीक्षा पास नहीं कर पाए। अपने अंतिम 2 प्रयासों में उन्होंने साक्षात्कार स्तर तक पहुँचने का प्रबंधन किया। लेकिन उनका नाम कभी यूपीएससी के अंतिम परिणाम में नहीं आया। इस समय उनके पिता को कैंसर का पता चला। उनके पिता ने उनसे शादी करने को कहा और सरकारी नौकरी पाने से पहले ही उन्होंने शादी कर ली। लेकिन 2011 में अपने सभी यूपीएससी प्रयासों को समाप्त करने के बाद, उन्होंने एसएससी परीक्षा दी और उसे पास कर लिया। वह एनसीबी (नारकोटिक्स कंट्रोल ब्यूरो) में एक अधिकारी बन गए। लेकिन अपनी ईमानदारी और काम के कारण, वह कुछ बड़े लोगों के निशाने पर आ गए और उन्होंने उनके निलंबन की योजना बनाई, उनके 5 टीम के साथी के साथ और उन्हें चेन्नई में स्थानांतरित कर दिया गया। इस समय दल चंद की पत्नी गर्भवती थी। वह इससे टूट गए थे और सोचा कि यह उनके जीवन का सबसे निचला चरण है। लेकिन चेन्नई में जल्द ही चीजें सामान्य हो गईं और एक दिन उन्हें पता चला कि यूपीएससी ने 2011 में प्रयास देने वाले उम्मीदवारों को 2 और प्रयासों की घोषणा की है। वहाँ उन्होंने फिर से अपनी यूपीएससी की यात्रा शुरू की और अंत में 2016 में उनका नाम यूपीएससी परिणाम सूची में था और अब वह आईआरएस के रूप में सेवा कर रहे हैं।

Mr Dal Chand comes from a middle class family. His father have studied till class 8th but his father had a dream that his son, Mr Dal chand should study, and become atleast a patwari. And from there Dal Chand dreamt to get a govenment job and to become a patwari. One day when he was studying with his friend, he saw him reading newspaper. With curiosity he asked why are you reading newsapaper and his friend replied that he was preparing for uspc. He asked that what post one will get after clearing upsc exam. His friend replied that you can become district collector. He asked again, is disctrict collector is bigger than patwari. His friend smiled and said yes. From there his upsc journey started. He gave his first attempt in 2005 but was not able to clear the prelims. In his last 2 attempts he managed to go to the interview level. But his name never appeared in the final result of upsc. At this time his father diagnosed with cancer. His father asked him to get married and before getting a govenment job he got married. But after finishing his all upsc attempts in 2011, he gave SSC exam and cleared it. He became an officer in NCB (Narcotics Control Bureau). But due to his honesty and work, he came on the target of few big people and they planned his suspension, along with 5 of his team made and he got tranfered in chennai. At this time Dal Chand's wife was pregnent. He was shattered with this and thought its the lowest phase of his life. But in chennai soon things got normal and one day he came to know that upsc has announced 2 more attempts to the candidates who have given attempt in 2011. There he again started his upsc journey and finally in 2016 his name was there in the upsc result list and now he is serving as IRS.

ट्रेनिंग में एक सेशन होता था पब्लिक स्पीकिंग ! आपने उस वक्त आपके सस्पेंशन की पूरी कहानी कही थी और मुझे याद है उस दिन क्लास में पिन ड्रॉप साइलेंस था और अंत में तालियों की गड़गड़ाहट। वैसे तो सबकी अपनी अपनी दास्तान है और सारी एक से बढ़कर एक है। पर आपका सफ़र यह सिद्ध करता है कि मेहनत और जुनून का कोई पर्याय नहीं। आपमें जुनून है तो यूपीएससी आपसे भेदभाव नहीं करती। यह बहुत ज़्यादा डेमोक्रेटिक संस्थान है।
