I think it’s different because it’s a 1 time event that you can use it. Bubble hearth can be used repeatedly and often. A one time consumable that shares a cooldown with potions and is rewarded at the end of a long quest chain seems reasonable.
One time use item you get from a quest. If you get one, use it wisely! Also helps to make a macro to use Light of Elune and Hearthstone at the same time.

He just saved a character with maybe 40-50 hours of played on it , that was genuine relief lol
