Yeah, you can do that if you already have all the documents you need. And if you put the other branches first and get accepted either at NYUAD or NYUSH you won't need USA visa.

They haven't set a time limit regarding national exam so I think it should be fine though I am not 100% sure. Why don't you email the admission office explaining how the war affected ur education and asking if u r eligible. I feel like they would give u a better answer
