It is a state but in 4.0 they haven't made all the correct legislation for it mean anything. From what I understand from what koil was arguing. There also isn't any state police in 4.0 just Blaine county which I don't think has legislation or didn't then Los Santos police. No state, rangers, or Senate is present so far in 4.0
