Here are two deleted scenes from The Rugrats Movie that were only shown in tv airings back in the day. These were taken from a Nick at Nite recording from December 26, 2010, from a Dailymotion upload by TheFerbGuy from May 12, 2013.
The first scene is Stu and Didi having a nightmare where Dr. Lipschitz berates them in regards to parenting by singing a musical number. The second scene is the Rugrats are pushing the Reptar Wagon through the woods while they argue about Dil, again by singing a musical number.
These scenes were never available to the public until when the movie first premiered on TV for the first time on CBS in November 23, 2001. According to bootlegcomparisons.com there are also some other differences but it’s just shots that are shorter or repeated rather than alternate shots or deleted scenes. For years this would be the version of the movie that was present on television on networks like CBS, Nickelodeon, and Nick at Nite. But later the version that aired on TV for fifteen years was replaced with another print, some sources claimed it was removed in 2015 while others claimed it was 2018.
Afterwards the two scenes that was shown on TV for years was never shown officially again, it wasn’t even included on the 2022 Blu Ray release of the film despite the fact they showed it officially years prior. Despite this the deleted scenes has been archived online but with minor uploads that are either cropped or have audio issues only the dailymotion ones remain normal although there were CBS recordings of the deleted scenes on CZcams but they were later removed for unknown reason. Fans have claimed that the two deleted scenes are on early VHS releases of the film known as the “dark orange tape” although it hasn’t been fully confirmed if that’s true or not as the wiki pages of it claim it’s true while some people online has claimed it’s false unless some dark orange tapes due to contain them while other ones don’t but that’s just speculation. However the original widescreen aspect ratio of the scenes is completely lost, it’s unknown if any widescreen versions of the deleted scenes ever aired on TV and since they were never officially released on home video it’s likely the versions of them are deep in Paramount’s archives, unless somehow they get leaked from a workprint or by a person that worked on the film.
For years the reason why the two scenes of the film was removed remained unknown until in a 2018 interview by Gabor Csupo said that the first scene was cut from the theatrical release and home media because the test audiences at Paramount either found that the scene was just weird or didn't make sense while some found the imagery to be disturbing. The main reason for the second scene was cut because the test audiences at Paramount found that it was unnecessary. The source of those claims can be found on the rugrats fandom pages of the scenes but the source of the interview where it came from is currently unknown.
Other cut material of the film was shown at New York City Toy Fair in Spring 1998 and was also shown to sample audiences at Paramount Studios in Hollywood in June 1998 "content-wise", as the story and pictures form a complete film, but the movie was presented as an "animatic" with only 40% of the color work completed, along with a temporary soundtrack. After the showings, sample audiences filled questionaires, giving their opinions about the film, including what should be changed.
Cut material can also be seen in the trailer and according to tvtropes.org a song by David Bowie was recorded titled "(Safe in This) Sky Life" for the film's soundtrack, but it was ultimately cut, due to the scene it was written for being axed from the film. The song would eventually be re-recorded as the B-side to Bowie's 2002 single "Everyone Says 'Hi'", under the shortened title of "Safe". Which this means that there’s likely more scenes from the film that has yet to surface online and since Paramount doesn’t seem interested releasing cut material despite the fact the movie was a huge success and still acclaimed by Rugrats and Nickelodeon fans to this day, it seems unlikely that cut material of the film will be officially released to the public, which only time will tell if any more cut material of the film will ever be seen in the light of day.

one theory people use for Dill's constant crying here and there is that since in one episode it's revealed Tommy was a preemie baby, which need a certain type of formula. So they most likely used the same formula for Dill, which may have irritated his stomach.

I saw those deleted scenes back then but I never pay attention to those scenes but now I think they're interesting that those scenes from the Rugrats movie had aired on TV back in the day.

(If they showcased the deleted scenes at the end of the VHS and as an extra feature on the DVD, I'd make Miss Klasky and Mr. Csupo introduce the two songs like this...)
Arlene Klasky: Hi, I'm Arlene Klasky.
Gabor Csupo: And I'm Gabor Csupo. We are the creators of Rugrats, as well as the producers of The Rugrats Movie.
AK: You are really lucky because we are about to show you two songs we had to delete from the movie at the very last minute.
GC: The first song we will show you is called "When the Baby Cries". Here, Didi and Stu have a nightmare about how to raise a child properly with Tony Jay delivering an amazing singing performance as Dr. Lipschitz. Unfortunately, we had to cut the number because we considered it a little too creepy for younger audiences.
AK: The other song is an army-style song the babies sing when they carry the Reptar Wagon up the hill in the forest. But while they do, Phil and Lil say nasty comments about Dil while Tommy tries to defend him, being a brother and all. However, the reason it was cut was because we figured movie audiences and fans of the original show would be loving Dil at this point, and the last thing they wanted to see was the others insulting him.
GC: Yeah, I mean, if they left the songs in, I don't know, maybe the movie would have been a bigger box office hit. But still, we're very proud of how it turned out and for your home video pleasure, we will present the two fully-animated deleted songs from The Rugrats Movie.
AK: And we really hope you enjoy them.
(Do you guys like my intro for those two songs if I were Klasky and Csupo?)

I can't believe I've never seen these before, even if it's deleted scenes. One of my favorite movies, one I grew up with. They have to maintain a pace they thought was right, and the cuts make sense. The first deleted scene actually kind of hits home for adults. The second deleted scene is kind of annoying (nuh-uh, yah-huh!), so I'm not too heartbroken that scene wasn't in the final release. Lost memories! Imagine an alternate universe where scenes like these stayed in our favorite movies or shows. Little nuggets that add something extra, for better or worse. I'm always one for special releases that have all this type of stuff left in, even if it makes the movie slower, because it's so intriguing to me.

Regarding the David Bowie song mentioned in the description, the claim about it specifically comes from _The Complete David Bowie_ by Nicholas Pegg. Seeing as how Pegg is basically *the* main authority on Bowie's life and career, there's enough reason to believe that it's legit.
I say this because TV Tropes has been known to propagate false claims in the past, most notably the myth that Gandhi becomes a nuclear warmonger in the _Civilization_ games due to a programming error.
