Don't have any exact answer for it. But definitely it will not as per my knowledge from IRCC website.

Sir I m done with my 8 papers that means I m almost done with my skill level ....but I m still in my bcom S.Y , so is it like possible to try for canada after I m done with my 9 exams ? Because my bcom degree will be still remaining and also can we move canada by just completing 9 papers? And doing an internship? ..because my 13 papers tution fees is already paid in india ..and online lectures are available globally, if we don't study from Canada and just have an internship there, can it still work ?

I would advise you to take up a degree program. Yes, you can complete remaining exams here in Canada.

You can come for Masters here in Canada. This is the best I would suggest you being an ACCA member as degree program would add worth in your professional profile.

For ACCA student who got bsc in applied accounting from Oxford Brookes University, if they move to Canada for masters, will they be able to get job and generate their cost of living and fees for masters just from their salary?

You can do masters program here in Canada after which you can start CPA Canada with exemptions.

You can claim upto 9 exemptions of foundation level depending on your pass papers.

I would recommend to go for OBU in ACCA. 2 year bachelor degrees is hardly recognized anywhere in the world.
