Such glasses do not help with complete color blindness, but only with one of the three color vision deficiencies. People with a color vision deficiency cannot see one of the following colors or can only see it weakly: red, green, blue. And mixed colors that contain the respective color look different to them. The glasses enable them to see this color and the mixed colors in the same way that people with normal vision see them.
How do they know, what they hear? Lip reading is not enough, some don't even look!
Some have not always been deaf. Or they are not completely deaf. Others are shown sign language in addition to the spoken words. Still others can read lips. - You can tell from their own speech whether they could hear before. Those who speak very unclearly could not hear when they learned to speak.

How can a person who is deaf understand spoken language?
They can read lips. Also some people are not completely deaf and learn to hear and understand words(just not as clear).
Some may have learned to speak and understand words and then go deaf.
Lipreading is a skill but not easy to get it 100%
