That's because I believe the European spec from what I remember was deemed to not meet US standards at the time. The French thought that the US was going to give them an exemption, but no go with that. So they eventually stopped importing it. Better off, it was a heap from day 1. Not that much else was a shining star either in 1974, but this proved that the French were better at making wine and cheese than cars.

I never liked the US spec. front light bezel. It just looks unfinished and lacks the style they’re supposed to look as the French had designed it.
