He's following hath yoga (Ashtanga yoga). The process is to take any promise (of choice) before initiating. Usually, people chose like no nonveg or to visit a holy place every year, or to donate 5/10% or to fast a specific day a month, etc. Very rarely people chose some extreme (like this man). It is by his own choice only.
It is a kind of tapasya,there many sadhus who does tapasya like this one sadhus is standing for years,not taking a single grain of food for years is most common type of tapasya.Reason they do this for some strong wish or just to get mercy of god.They have strong will power not like common people.

My brother spent a few years living out of an old WWII cave while working as a welder in construction. He had a weird habit of popping up in random places around the world, and a reputatuin for surviving the weirdest situations. Now he's helping my parents rebuild their house.
