Texas covers 171 million acres; England is only 59.7 million acres (about one-third the size of Texas). In fact, Texas is larger than 156 countries in the world. But counties originated in ancient England.
Before the Norman conquest (1066 AD) each administrative area of an English monarchy was called a 'shire'. The king's thug (tax collector) was known as the 'shire reeve'; later, that became 'sheriff'. After the Normans took over the island, each district was controlled by a count, so now they were called 'county'. Still the same deal: the king's thugs squeeze money out of the people and keep a cut for themselves. In most of the world, it still works that way!

What happens when a county judge can not complete the term? Due to his personal legal problems.
