Helicopter is a complex machine and requires more vigilance to fly safely. In valley flying in rough mountainous areas, the weather, essentially, visibility is of great importance. For regularly flown such routes, SOPs are set with cloud base, visibility etc with standard weather reports/forecasts transmitted, periodically. However, in this case, the pilots must have been quite experienced. I doubt if the cause of the crash was due to pilot factor. In my opinion the aircraft was flying low in the valley when a catastrophic material failure occurred, like in rotor failure. That is when the pilot can neither land safely nor he is able to transmit due to unusual/asymmetric forces faced. So, most likely, the fatal crash could have been due to material failure and not pilot error.

The President’s aircrew are one of the most qualified, trained, experienced and periodically tested and standardized. In this accident, I would place ‘pilot error’ and ‘weather’ , at the bottom of the probable causes of crash. Being a four decades old helicopter, lack of spare parts, low flight over rough mountainous terrain/valley, the most logical conclusion may be ‘catastrophic failure, followed by immediate ground impact’ where pilot hardly had time to land safely. It would be foolish and unnecessary to assassinate the president in such an area, when it could be done conveniently in Tehran.

A transponder is for tracking location, speed, vector, etc of an aircraft. If a pilot does not want to be tracked, they could turn it off. Since they would still be susceptible to radar tracking, the pilot would fly low, not far from the ground.
What likely made it crash was the pilot flying too close to the ground, which can easily happen in mountainous terrain. Especially in clouds and fog.
The transponder being turned off had nothing to do with the crash. It couldn't have. The former Iranian president became a crispy critter due to the pilot's poor flying decisions.

All a transponder in mode C will do is let the ground controllers know your position and altitude, and that system is line of sight. Below a mountain top you are not going to be able to send a signal to a ground station unless it is very close. If the Bell 212 had a functioning altimeter and a paper map in it, the pilot only had to keep the altimeter reading higher than the highest point along the route and fly a compass heading for a given amount of time based on airspeed. A simple handheld GPS would have been handy. Maybe the pilots took one for the team and decided to change history for their countrymen and eliminate the butcher of Tehran. MH370 anybody?

So basically everything we have seen from the place of the accident is just clips from the old accident.

To use transponder, a clear wireless contact with ground station is required. In this case, the helicopter flying low in mountainous area, in the valley will not be able to communicate with ground based transponder stations. Hence, their ground position may not be available with ground based units. So, here the Transponder is a non issue.
