I think you missed the Pudding Safety Act 2021, section 2.1a "It is unlawful to carry a spoon or any other item modified or adapted to function as a spoon, with the intent of eating pudding." and section 2.1b "It is unlawful to carry a spoon or any other item modified or adapted to function as a spoon, regardless of intent, while being on premisses where pudding is, on balance,, expected to be present. For example, bakery, restaurant, restaurant, pudding aisle in a suoermarket."

I’m from the US and I really just don’t understand knife control I carry a Bowie knife in public all the time and no one bats an eye,but I could be thrown in prison in the UK!!!

I’m afraid there’s no other choice, you’ve seen the effects of spoon crime in London these past few years…
I'd like to think that the person who trowed in the spoons just didn't know how to dispose of scrap metal properly and thus binned them at the closest location, that being the 'amnesty' box. In my area, garbage bags for plastic and metal waste are quite thin, so while you're supposed to put in hammers, Nails and the like, they would simply tear. Maybe it's that kind of problem. Honestly, if I had a box like this near my place, I would yeet my dull box cutter blades in there. Imagine the looks of the guy who has to fish out a huge pile of unprotected razor blades out of that box.
None if this stuff is illegal per se. They can't say it's an amnesty, there nothing that would be amnestied here. If they had banned items that you now can't keep home, then OK, but even so it wouldn't keep streets safer, it would just avoid people being getting in troubles for a crime the parliament just created.
Ahem...ok, it's only a game but...ye never know about spoons.
