If you make the downspout about six inches longer, it’ll probably work better than narrowing the downspout.

The chains are to create laminar flow. The only problem is that the gutters already have the water in a turbulent state.

Don't make the spout narrow there's a large risk of plugging the hole.
I also have a mesh basket inside of the gutter that stops debris. I clean it a couple times per year like I did before and it's been working great.

It still works great when it's windy because I have it weighted down in the milk container.

I have it secured on the bottom so it can't move. It still works great.
In every video I see of rain chains the water is splashing all over the place.
The bulk runs down the chain, but you'll always have some splash. Really no difference than the rain itself coming down.
I would think that the splashes would cause extra dampness against the wall ..
