    Yes it works only for not submitting the record and if I try to submit the record the default value 4-Low automatically changes to 5-Planning

      Yes , you're right. This can be configured in Priority Lookup rules under System Policy

    What if I would not like to impact tasks but just apply that change to Incidents, what are the options?

      Dictionary override if it is dictionary change or applying Client Scripts or UI Policy just on required table.

      Configuring the choice by right clicking on the Priority field on the incident would've solved the issue..
